Mission of the NEC

The Mission of the National Executive Committee (NEC) of the International Police Association (IPA) Section United Kingdom is:

  1. To coordinate and facilitate with all Regions, Branches  and Special Interest Groups comprising Section United Kingdom to increase their membership, while
  2. Developing and enhancing the collective experience of members and their families by organising and promoting social activities and professional opportunities, and to 
  3. Promote the IPA internally and externally as a first-class member-focused and inclusive friendship association.

Karen Duckworth - President (Section UK) 

I retired from the Metropolitan Police in 2019 after 31 years’ service. Most of that time was in uniform in a variety of roles including Neighbourhood Policing, Public Order, Emergency Response and Operational Planning. The latter enabled me to play a role in the delivery of the 2012 Olympics as Richmond-Upon-Thames Borough hosted the Olympic road cycling events.

Since joining the IPA in 2020, I have been the UK Section Gimborn Liaison Officer, a role I have really enjoyed. Working with Ulrike Neuhoff and the Team at IBZ to ensure the UK Section is fully engaged in both the seminar delivery programme and maximizes participation opportunities for members.

Away from the IPA, I am a huge rugby fan, and am part of the Matchday Operational Management Team for both the RFU (Twickenham Stadium) and Harlequins Premiership Rugby Team.

Spike Elliott - Secretary General

Prior to joining the Police Service, I was in The Royal Air Force (RAF) for 22 years ,  I then spent 9 years with the MoD.

I joined Lincolnshire Police serving on the local Beat Team, I moved to Cheshire Constabulary in 2008 and continued working on the Beat Team, being a people person, it was a good fit for me!  I retired in January 2023

And enjoying the extra time to do the things I want to do and of course jobs that Helen gives me to do!

I joined the IPA in 2013 and along with Helen my wife and others we reformed Cheshire Branch, which closed in 2012.  I have held various positions at branch and region level, I am currently branch chair, regional secretary and vice – chair of Section UK IPA Walking Group.

Apart from the IPA, I have a love for the great outdoors and walking Helen and I have been fortunate enough to walk all over the world, from the Far East, USA, Canada, Australia, New Zealand to The Netherlands, Germany and the UK.

I am involved with many local charities and youth groups so I can never say I’m bored!

Bill Lloyd - National Treasurer

I have experience in varied and diverse roles during my time in teaching and the police service. It taught me how to work individually and, in a team, to obtain a common goal but also gave me leadership skills to be able to promote my own ideas when necessary, offer guidance, knowledge and allow others to promote themselves as well.

I enjoyed the uniform role and its varied aspects of work but was fortunate to experience specialist departments allowing me to travel nationally and internationally working and meeting with not only fellow officers but other enforcement services. I retired after 30 years, with the rank of Inspector in 2006.

In many respects being part of the IPA allowed me to not only enjoy the company of members in other countries but to promote it to the officers travelling with me and those I met on the way.

During 2020 I enjoyed being part of the Retention and Recruitment Group looking at enhancing the experience to new and current members of the IPA by providing a more focused service to them so they could gain the maximum benefits from their membership

Kieran English - Vice President (Learning and Development)

I started my career in 1993 when I joined The Metropolitan Police Service. I was posted to Streatham following my graduation from Police Training School Hendon. In 1997 I joined 5 Area Territorial Support Group. I was promoted in 1999 and posted to Brixon as a response and patrol sergeant. In 2001 I transferred to Lincolnshire Police. In September 2002 I was promoted to Inspector. In 2007 I was promoted to the rank of Chief Inspector. In 2013 I was promoted to the rank of Superintendent and was posted to East Division.

I was a Strategic Firearms commander, Public Order Commander, Multi Agency Gold Commander. I was also the NPCC operational lead for Hostage and Crisis Negotiators in the UK. I retired from policing in April 2023.

I joined the IPA in 2017 as I was tasked by the Chief Constable working with the local branch/regional branch in organising a NCM in Lincoln. I continued my membership and working with the Lincolnshire committee after the NCM. IN 2023 I became the 5 regional chair. In 2023 I joined the NEC and took over the portfolio of VP/ L&D.

I have two grown up sons and lives in a village outside Lincoln City. I support Lincoln Rugby Team and work part time in the Lincoln Visitor Information Centre. My aims while in post are to enhance the training offered to members, modernise Section UK with the NEC, develop Junior members and develop the international learning development exchange programmes.

Sean Hannigan - Vice President (Social and Culture)

Arthur Troop started “Service through Friendship” and my aim is to continue in that vein. As VP Culture and Social friendship is the key to what I hope to achieve during the next two years.

I am pleased to rekindle the National Archive project where we capture the material members have collated and ensure members who want to, can have their IPA history recorded.

Special Interest Groups have grown in popularity and are part of the life blood of the IPA where members who have a common interest, meet and share their interests. I will develop and support the SIGs further.

Sport and activity are popular within the IPA with national and international events run by and for members. We play Tennis, Football, Ramble, Walk, Golf, Hoops, Cricket, Netball, Basketball, and many other sports including the World’s Strongest. I am pleased that we can support the IPA games and Police World and Fire games along with other organised events.

Colin Hutt - Vice President (Communications)

I Joined Devon and Cornwall Constabulary in 1987 having served 15 years in the army leaving at the rank of Sgt Staff Instructor. I spent my formative years as a police officer in Newquay and from there moved on to Plymouth on completion of my probation. I went onto serve in Traffic and was involved with the reintroduction of video cars and the introduction and development of ANPR within the Force. I retired in 2007 after 20 years, having carried over my services pension.

I have been married to Helena for 41 years and we have 2 children and 4 grandchildren. Fortunately, Helena is very understanding about the time I spend on IPA matters.

I have taken the post of Vice President (Communications) to promote, to current and potential members, the IPA and all it stands for, with the benefits of fellowship, friendship, and professional development opportunities that membership brings.

I enjoy history, music, walking, running (when my body lets me), fishing, and relaxing with a good book.
